That is insane. What is the mood in California about this? Are people angry and horrified? I would be furious if I'd donated money, they had a surplus and they used the money for something else and closed the parks anyways.
Today's LA Times front page article - for a dozen years this hidden surplus existed. Donations were solicited to keep parks open.
As I said before, it is hard to have faith when the people that run our state have their heads in the sand. Or elsewhere.
