I sure am no expert, but what I thought it mean was a conservative who was willing to spend a lot of $$ on social programs. Such as Bush II, though he generally didn't get credit for doing anything positive in that regard, but he spent tons of money on social programs, as one would have expected if he was a democrat.

That's just my take, and I certainly could be wrong! I am always leery when I hear that term, because I think it means that big bucks are getting spent.

Not looking for a debate, but I'm curious as to what it means. I remember it getting thrown around in the past but not as much anymore. Can anyone clear it up for me?
