I was pretty stunned this came out... how can the Secretary of State say this? I assume the US representative at the UN voted how he/she was instructed by the President, yes?

My question is if this is true, why didn't Obama on minute one pull in Hillary and say this is the WH line. She is the SOS, he surely knew the press would ask about the situation.

Nothing hurts an administration more than 2 contrasting POVs regarding the same situation.
